In the environment of economic crisis generated by the pandemic there have been calls to abandon the strategic plans for Sydney. Asking the question, “How should plans for places react to changing circumstances?” leads to the second question – “What does a good strategic plan look like?” The current Henry Halloran Trust’s Practitioner-in-Residence - Halvard Dalheim addresses this second question in this session. As part of his residency, Halvard is preparing a comprehensive guide to Strategic Planning.

Adjunct Professor Leslie Stein, University of Sydney
Halvard Dalheim has over three decades of experience as a city planner covering state and local government and the private sector, including roles as an executive in the NSW and Victorian state government planning departments and the Greater Sydney Commission. During his time in state government Halvard has led metropolitan plans for Greater Sydney and Melbourne. Most recently he led the delivery of the Greater Sydney Region Plan, A Metropolis of Three Cities. After 14 years in state government Halvard has established his own consultancy, with a focus on executive leadership in city planning. He is also the Practitioner in Residence through the Henry Halloran Trust at the University of Sydney.
Leslie Stein is an Adjunct Professor of Urban Planning at the Sydney School of Architecture, Design and Planning. His last book was Comparative Urban Land Use Planning: Best Practice. He is also a certified psychoanalyst in private practice. His next book is The Subjective Experience of the Built Form.
